My States Record
Peter was elected as Deputy in November 1999 and has sat on several important committees.

. Employment & Social Security (Vice-President and then Assistant Minister)

. Priveleges & Procedures
. Human Resources
. Management Committee for the States of Jersey Pension Fund


Peter has also brought a number of propositions and amendments to the States, and been involved with draft legislation which has included:

Ministerial Government 10% Rule.
Peter successfully amended the Machinery of Government legislation to create, what has become known as the “Troy rule,” which ensures that more members of the States are in Scrutiny than in the Executive thereby making it harder for the Executive to push unwanted propositions through the Chamber.

Referenda
Peter requested the States to create a legislative framework for referenda. As you will know we will be having our first referendum at the same time as the Senatorial elections to ascertain the public’s views on changing Jersey time to central European time.

Register of Reports
Peter lobbied for a register of reports that can now be found on the States of Jersey Website. This enables the public to view reports and makes for a more open government, which Peter is a great supporter of.

Question Time
As a member of the Priveleges and Procedures committee, Peter took a proposition to the States which amended the structure of question time by introducing written questions which have been an additional source of Public information.

Overseas Aid Commission
Peter headed a working party that did the groundwork for the formation of the Overseas Aid Commission and lobbied for the Commission to be independent of the Chief Minister’s Office..

Income Support & Employment Legislation
.As Assistant Minister at Social Security he has worked with the Minister to introduce the Income Support scheme and personally championed the introduction of the Carers Allowance that is within Income Support. In addition, he has been involved in revising employment legislation to protect workers’ interests.

Incinerator & Re-cycling
Peter has passionately campaigned for a smaller and much less expensive incinerator, combined with more eco-friendly waste recycling and higher re-cycling targets.
